The Statesman, along with the Dark Watcher and Maiden Justice, formed the Freedom Phalanx to fight against organized crime in Paragon city as far back as the twenties. And superheroic vigilantism was legalized, giving registered and cleared heroes local and federal police powers.
When World War II broke out, Freedom Phalanx was in the war, fighting the nazi menace at home and abroad. The hero Atlas lost his life holding off Nazi invaders in Paragon city bay until other heroes could arrive. Thus starting the 5th Column's, an organization of nazi super soldiers, hatred for the city.
The war ended, and a new age of battle began, with superheroes battling crime alongside cops and fighting in secret in the dark corners of the world. Villains appeared to threaten the world and the heroes responded.
And then...THEY came...
The Rikti, and suddenly the world was battling against a vicious invader, battling for its life and freedom, and, with the heroes help, the battle was won.
And now, with most of the world's heroes dead in the conflict, a new generation must rebuild.
