After finishing talking to Nabiki's associates (and not getting their desired information) Yuka and Sayuri had been approached by Taro. He said that if one of them were willing to help him they'd be rid of Happosai forever. Yuka had jumped at this. And now Taro was detailing the plans.
However, while he wasn't lying about the PLAN, hewas certainly lying about the Panties... "I found these magic panties that were said to be made to trap perverts so they could be caught for their crimes. Perverts like Happosai. Put these on after your PE class and I guarantee Happosai will come for them. Then I'll beat him to death."
Normally, Yuka would have known there was something off... But she wanted to get Happosai so badly that she didn't even think about it... She took the panties, hoping this'll work like Taro claims.
