This last was most definitely not the case for the former Ranma Saotome. Nor would it have been so easily understood had it been an Ash from a pokemon world or even the more common pokegirl settings.
As Ash R. Ketchum, he had grown up as a bit of a nerd and a scholar. A real fanboy who had focussed on his career choice and was now set to become a Pokegirl Specialist.
So the former Ranma, now Ash, was vowing to go through some intensive martial arts training just to get where he'd consider this current incarnation to be vaguely acceptable. He was, however, fairly knowledgeable about pokegirls. He knew the common types and what they ate and how. He knew which ones to keep away from, which ones were safe to approach, and which he should try to subdue on sight.
So he ran to Professor Oak's laboratory, where his career track would be decided, and magic of a sort would re-enter his life.
Of course, what he wanted was to try for the life of wandering martial artist or something similar since that was the most familiar to him. Fortunately, Ash's career track did have a number of things in common with that goal.
While running he reviewed the basic idea of pokegirls, which was that they were something other than human though physically they appeared fairly close. They were all female, and (due to the more adventuresome of their kind and the more experimental of summoners) it was known that they could crossbreed with humans. Some were kindly, some were peaceful, some were warlike, some were hostile, some were interested in sensual matters, some were aesthetes.
In fact, as Ranma/Ash recalled, they were bioengineered weapons.
In another world, Sukebe would have been driven insane and a set of ironies would have occurred. By making him out to be a monster, those who hounded him would have actually made him a monster. Hurt and vengeance would transform someone who had set out to benefit the world into someone who had ravaged it. In this world, this setting, things had diverged early on.
