Psi was a resource like any other, and those without that resource sought to gain it. Perfectly normal human behavior.

Japan had some minor espers, mainly sensitives, prior to European contact. As soon as some of the Gifts were seen, it was understandable that some Japanese wanted their own nation to have these Gifts.

Anjin-san had been a Sensitive when he washed up on shore. One of Admiral Perry's men was named Douglas "Duke" Fitzwalter, and he was what was known at the time as a P-6 and a hydrokinetic. Due to the perceived need to gain these gifts for Japan, things went a little differently for these two than might have occurred had there been no esper abilities present. Racial pride to the side, if it was for the good of the nation - eyes could be averted, at least in the view of a fair number of Japanese who happened to be in power.

Fitzwalter ended up adopted into a samurai house of otherwise impeccable breeding. Mainly because while he was sufficiently telepathic to avoid most of the perils in his situation, and of the (at that time widespread) belief that abstinance strengthened the Gift. It was the House of Shiido who sent a "advisor/secretary" to the attache that made it through the various screens and scans. Mainly because the young girl Ayami was not at all like those others sent. The clan elder had correctly deduced that sending an overwhelmingly nice and pleasant, if a bit headstrong at times, young girl would net better results than the most attractive of courtesans. Love at first second sight, as it had been stated in dramas based on the events.

Within a decade, the fading samurai clan had four active telepaths and one active hydrokinetic among its children.

In 1992, Japan had one residing Adept (P-9) and a large number of psi who could trace their ancestry back along those lines. Which accounted for some Japanese having odd hair and eye colors of course.

Redheaded Hikaru was, of course, of direct lineage to the redheaded Fitzwalter. She was also rated C-Rank, pyrokinesis and telekinesis.

After leaving the Bayankala mountains, she reached out with her mind and tapped into the network for enough power to continue her telekinetic flight without draining her too much personally. As long as she kept it light, she wouldn't experience more than a slight dip in the output of the Hong Kong power grid.

It wasn't terribly fast as a result. She had to divert power to lift and to "windscreen" and only had so much left she could throw into speed. Still, most telekinetics worked on their flight abilities and shielding abilities for some practical universal reasons. The young men and women who were telekinetic after all - were still young men and women. Being able to get the gang together and pop off for an afternoon at the local beach or ski lodge not only gave them lots of practice, it tended to make them quite popular.

Another pair of brooms joined them as they left China. Fuu and Umi had been friends of Hikaru's for over a year now, and they were used to working together. From a little over one hundred kilometers an hour, they were able to link and share the burden between them - tripling their speed.

Ranma was initially ecstatic about the speed, altitude, and view. After some time though, it became obvious why Hikaru stood most of the time. Broomsticks were traditional, but they were also hard on one's butt.
