The problem was that it was really expensive for countries to simply buy the jets needed, nevermind actually use and keep them up.
So, a program was started so that the air forces would be put into the hands of private parties. They would be contracted to protect the nation and would be burdened with the costs of running a modern air combat system. The idea was to get it away from government coffers, and into the possession of those who could take a more business like approach to it. Unfortunately, no one wanted to take it on.
As it turned out, there was only one group in which the private air forces became popular, and that was with those called 'idol singers'. Companies provided teams of individuals who would sing on the stage, and fight in the air. These were young men and women whose exploits made the populace excited, and made for good ratings. An entirely new arrangement was made for the work of this idol pilots, and each one strived to be the best.
And the latest group to get involved was a quintet of young women, all lovely, and each capable in certain ways. They would do well being on television and though they had not fought as an official group yet, they were thought to be talented by those who knew them. Each of these girls brought something to the table, and they would have the chance to be the best of the best.
In another world, they'd be the first five 'Sailor Senshi', but here, they were about to start their quest to be jet piloting idols, and at the moment were:
