Note: I'm not a good writer, I just want to give some other possibilities.
Much like his cousin, T.A. Moreau didn't know about chi and magic users, or if he heard about them, dismissed it as some kind of stunt for a new show or to attract attention to some new tourist trap.
So, when he reenginnered the original virus to add his modifications, he made it in a way that any person that already have the first flu, it would be reactivated and recombined with the new one.
Now, like the first virus, it began to change. Influenced by high chi of martial artists and the mana from the magic users and those with magical curses.
In this case, places where magic users, cursed individuals and martial artists have gathered, like the Tendo Dojo, the virus mutate in some new form.
Unknow to those inside the Dojo, and to T.A. Moreau, since the new virus is carried by air, as soon it changed, it began to spread.
The changes that this new virus caused would be know when the ones infected go hit with cold water...
