The figures standing in that area were mostly in shadow. They preferred it that way.
One of them thought it was just typical theatrics, pulled a Snickers bar out of his pocket, and waited for someone to get to the point.
"The plague is magical, therefore it is our job to deal with it," said one of the figures.
"I disagree. The world is not ready for magic to return to it."
The guy who had bitten off the end of a candy bar snorted.
"Magic has already returned, and it is not of our devising," said another. "Do we know from which part of the Nevernever this came from?"
"Unknown," said yet another. "It is magical, it is piggybacked to a more normal if virulent disease. Why do we not do as we have always done?"
"What do you mean, Ling?" asked the second speaker.
"We work from the shadows and if we cannot make this magical plague simply go away," said Ling. "We alter it to suit our purposes better."
Even the person eating the chocolate bar seemed to regard Ling as he moved towards one of the floating lights in order to stand in this spotlight. He was an elderly Chinese gentleman, with heavy brows and long flowing beard, dressed in a manner that had gone out of fashion over two hundred years previously.
"It is too late for much of the world, but there are many who have not been affected yet. Those with resistance to such spells or the disease itself, those who are isolated from carriers - they are not transformed." Ling pointed out.
"Nor are those of us who have sufficient magical knowledge we can immunize ourselves," said the candybar eater.
"Indeed," said Ling. "I have prepared a sort of vector. At the very least we can change the way things go by:"
