"Jusenkyo, isn't it?" A second mage stirred himself. "If you make it dominant, it will then protect individuals from the mental effects of the first transformation."
"Once the emergency is over, we can find the people responsible," said Ling. "I've already worked out a manner of siphoning off Jusenkyo's magic in order to 'pay' the energy cost. The springs will recover in a century or so, but this will allow the human race to survive in the meantime."
"I wish we had more time to plan out something less troublesome, but it appears our hand has been forced," said the second mage, moving into the light to reveal he was a craggy European with darkly tanned skin. "I vote aye."
The vote went out. Two opposed. Three abstaining. Seven in favor. One absence. The measure passed.
The modified virus went out. The 'makeup virus' encountered those 'vaccinated' by the altered virus and failed to gain sufficient foothold.
Dark Pluto scowled at the visions passing across the Gates. There were now three groups where she had foreseen only one.
The first group were the pretty girls resulting from her 'bishojo virus' where the boys had become docile and sweet and feminine - perfect citizens for Crystal Tokyo. The second group were the ones who had managed to avoid any viral contamination or were naturally immune/resistant. Very small number of this second group would have made their numbers continue to decline. The third group was the more troublesome. Lacking much of the personality shift and able to transform back to male with a splash of hot water, there were enough of them to cause a crimp in her plans for a perfect future.
She could fix it though. Dark Pluto began looking for an appropriate mechanism.
