Kasumi kept track of the available data.

The only problem with conversion to elite status was that the virus was inactivated. That meant that they had to keep the ranks swelling, but only those who had made their quota spreading the Master's blessing would be able to undergo that transformation.

It was a pity but it had to be done.

For the Master's perfect world to come to pass, the blessing had to be spread to as many as it could - and it had to be done in secret. Those whose eyes were still closed and blinded to the truth would resist being infected.

Kasumi looked over the totals and back to the new recruits. "I'm sorry. We only have the two tubes operational. Can you go and infect some others?"

Yuka and Sayuri exchanged a look. "I thought we had met quota."

"I'm sorry. You have," said Kasumi bowing apologetically. "Unfortunately, I haven't been able to get the other capsules running yet. We really could use some conversions among these areas as well."

"I see," said Yuka, sounding quite disappointed. She looked over the list, frowning as she considered it. "Hmmm. I can see the police, but what about these others?"

"Unfortunately this is Japan, and very few electricians and engineers are available," said Kasumi again bowing apologetically. "If we convert certain other areas to make up for it, we can later use these as deep agents in order to defuse threats against the Master."

"We'll have to see what we can do," said Sayuri, looking over the list.
