They would know he was out there somewhere, and given that there was at least one prophesy concerning him, they would be preparing for his return.

No, he wasn't so cack-handed to let them realize the boy was gone. He would raise the boy, and let them raise another boy, thinking it was Harry Potter.

And when it was time to fulfill the prophesy, Harry would win decisively, while everyone else was watching an unrelated boy.

• The Dursley's found a baby changeling from the land of the fey, a magical construct that would inevitably die in a few weeks for no obvious reason.
• The Dursleys found a changeling, but there would be no obvious evidence he wasn't human until he hit puberty, and maybe not even then.
• The Dursleys were left a creature out of nightmare, admirably suited for life with their attempts of abuse.
• The theft is so successful that the real Harry Potter can go to school with the stand-in Harry Potter, armed with 11 years of training and decent information from his allies. The real Harry is disguised as a muggleborn bound for Slytherin. After all, he has to keep secret that he's as clueless about muggle society as he is about wizarding society.
