there were worlds such as Imperial Earth where evil forces had pretty much the run of the planet. There, everything was cut throat politics, the worst of which was the Japanese Empire ruled over by the vampire demonologist samurai lord Ieyasu Tokugawa.
there were timelines such as Terratoo 401368, where war was about to erupt between the various established nations and a colony set up by a centuries late arriving ship who saw the all male nations as an abomination.
there were timelines such as New Paradise (SJ-X01201) where the typical Sailor Marionette setting had been gender reversed.
there were timelines such as the Sailorjin world where Son Usagi had been the princess of a world of warriors, sent to Earth to protect her from a coup.
There were even worlds where the Infernal Temp Agency sent their people to be "blooded" or the forces of the Continuum Knights sought to make a divergent timeline disappear.
So there were no shortages of places to send Akane, it was just that as a Labor - it had to be extremely difficult and it had to cause her to grow as an individual if she could adapt to the changes.
