When he had learned that his friend Hotaru was a magical girl fighting the forces of Evil, Ranma had naturally wanted to help her. Since he couldn't do much on his own due to his condition, he turned to his expertise in robotics to find a solution.
Thanks to his contacts in the Government, he had access to some nifty toys and information. When he stumbled on the archives of the then-failed Steel Angel project, he knew he had found a way to make Hotaru's (and the other senshi's by association) life easier. He was going to build them allies!
KOS-MOS wasn't Ranma's first work, you see. He had been there and had offered indirect help during the senshi's final showdown with the Deathbusters. There, he had realized that their victory had been a very narrow thing.
Sailor Moon (and the others, he surmised) believed that Love, Good, Justice and staying true to your Heart was the path to Victory. Ranma was too jaded and cynical to share that viewpoint, however. His approach was more down-to-earth, a tribute to his scientific background and his short martial artist career.
Essentially, in Ranma's opinion, when you fought for the survival of Humanity and the protection of the Earth, there was no such thing as Overkill. Thus project KOS-MOS (and the concept of the A.G.W.S.) were born.
But before that, he had worked on a steel angel more closer to the original designs he had found. Added to that, was the ability to detect supernatural beings, Hilbert effect generation and a typical cutesy (but nevertheless lethal) magical girl's arsenal. Her major advantage over KOS-MOS was that she could blend into Society without problems. She had been completed and was ready for activation. Normally, Ranma should have done that but It was just that KOS-MOS had taken higher priority recently.
Now, thanks to sailor Mercury's curiousity, his very first prototype of an 'artificial' magical girl had now been revealed to the senshi.

"This girl is my Multiple Observative Mimetic Organicus prototype, or M.O.M.O. for short," explained Ranma, retreating behind his scientific pride to hide his embarassment, "She is an earlier attempt at building an android ally to support you in battle. Notice that I gave her all the outward signs of being a typical magical girl"
"Wow..." Sailor Mercury couldn't tell the difference between her and a normal human girl on sight. Ranma Saotome was full of surprises.
"She's so cute!" Sailor Moon was gushing. M.O.M.O. looked way less scary than KOS-MOS. Maybe she could be their friend?
Sailor Mars was wondering something though "So why did you build miss firepower if you already had her?"
"I didn't want to limit myself and wanted to explore different options of doing the job"
Venus smiled "Yeah, it's no good if you put all the ducks in the bag!"
Silence followed Minako's statement as everybody tried to make sense of it. "Ahem!" coughed Mercury "That's putting all your eggs in a basket and mister Saotome is right. It's only logical to prepare for different situations and devising appropriate responses to them"
Sailor jupiter nodded. Their enemies always pulled new things from their sleeves and it was a wonder why none of them had tried to come up with monsters customized for dealinbg with the sailor senshi.
"Hey! Is it just me or does M.O.M.O. remind you of someone we know?" suddenly asked Sailor Moon.
The inner senshi stared at the sleeping android then at Saturn. Again at M.O.M.O. then back to the senshi of Silence. Hotaru got a closer look and realized the resemblance. She looked at her sempai with a half-curious/half-disturbed expression.
Ranma sighed. Busted... Now how was he going to explain this?
