That wasn't the case here.
In a school for girls, even the first year students could become low level Senshi as they were aiming to become full fledged Senshi, which they could only do by graduating. They would learn all that they needed to know to do justice for the roles that they were aiming to get for themselves. Everyone knew who the Senshi were, and they were well respected and admired. To become one was one of the highest honors that a girl could hope for.
As such, it wasn't a simple matter, as there was a lot of work involved. Not only did the students have to do a lot of studying in the theories and technologies behind what made one a 'Senshi', but they had to train in their powers to make certain that they could be experts with them by the time that they reached full Senshi-hood. And not all of them would make it, as there were a lot of applicants, and only relatively few final positions.
This, as it were, was not something that Pluto had been expecting. There was even a store for Senshi memorabilia! The idea of there being fan clubs for the Senshi was just odd, and not simply because it was different. When she saw what the people would pay for one of the school uniforms, she was rather disgusted. Fortunately, most people regarded the Senshi, and their school, 'Edoria' too highly to do condone something like that.
