Kim Possible was in a daze. "Mom- What are you saying?" She was alone with her mother as Mrs. Dr. Possible knew this conversation was one that could not be held in the presence of her husband. Kim's father was often vague, but with something like this it was better to avoid the possibility of a meltdown.
She told her daughter "I meant what I said. First that stupid law about further than 2% variance from human DNA rendering one legally non human was reaffirmed in a special meeting of the United Nations security council, under pressure from the President. You know how this country has had a strong sentiment against human cloning and genetic modification."
"Yes, Mom, I know about the drama there, but-" Kim stopped there.
Her mother just shook her head. "After that, the Chinese delegation made a proposal. They added a nasty clause that made sufficient bestial behavior traits equally valid grounds for declaring someone a animal. They seemed set on targeting someone else, according to what the Directors told me, but the damage was done when that tape of you undergoing training on how the pets feel was revealed."
Kim was nearly in tears. "But, honestly. That's exactly what it was! I know I didn't tell you about it, but since you were going to be gone for that time and all, I just wanted to avoid distressing you." Kim went rigid then held tight when her mother hugged her close.
Mrs. Dr. Possible spoke firmly. "Now you listen very carefully, Kim Possible! I am not angry at you. I understand how you and Shego get when you're all competitive. And the training helped you in being a good pet owner, from what I've heard. All that aside, I have seen the footage, and it is utterly convincing. When trained as a pet, you became like one. And the backers who helped that idiot become head of Global Justice have used that footage. Unless you find a owner for you and Shego, the United Nations is going to acquire both of you. You're in the same boat as Shego is now."
Kim didn't make a noise as she cried. Her entire world was falling apart. Worst of all, part of the young adventurer was actually relieved, as indulging in her growing attraction to Shego was not plausible while the mutated girl was her pet. But this was such a high price to pay.
After a time, the tears ended. "Mom, we need to bring Ron and Wade in on this. And before this is over, I have to know: What in blazes were the Chinese trying to pull?"
Herb was a proud man. But he was profoundly aware of certain realities, especially after his defeat by a young martial artist some time back. So he helped get the refugees in. The only good thing about the Dynasty having lessened in numbers, he thought, is that we have room in the Musk region for all those in need of sanctuary!
The edicts of the Security Council had taken a while to get to the peoples of the Bayankalas, but arrive the news did. After that, much closer attention was paid to the proceedings. Thus it was that the translator for the Chinese delegation was in truth a Niichezu sympathizer, and since moves against the peoples of the Bayankalas were to be reported in advance whenever possible, the translator quickly surmised what the mental traits line item addition would mean for them. They had gotten the word in record time.
Now the Pheonix, the Musk, and the Niichezu had the one thing that traditionally unified similar but competing cultures. They had a common enemy. That was sufficient for them all to move into the most well hidden section remaining until such time as this legal nonsense blew over.
Herb simply hoped his gut instinct was wrong. If not, then Japan was going to be a place he'd have to boycott all trade with. Gods, boy, I hope I am wrong. But I don't think I am. He shook off his depression and got back to work assisting a well laden cart from the villages over a rough patch of road and further into the Citadel.
The reaction was about as bad as one could imagine. It had started simply enough when Nabiki had realized what the CNN report meant for him, and promptly sold said information to the highest bidders. Genma trying to assert himself as owner to force a wedding was a consequence as obvious as a severe drought lowering the water table.
It took Nabiki's comment on how animals couldn't marry dojo owners' daughters to get the moronic sometimes panda to shut up. Then he had to dodge Akane's attacks as she dealt with her frustration the way she always ended up doing; by attempting to dismember him. Of course, the invitation from Shan Pu and Cho Lung to join them in seclusion with the Musk et al didn't exactly help. Ranma couldn't even take down the bestial members of Jusenkyo Anonymous by testimony, as they were completely human when they were human at all.
So now Ranma was bereft of his clan, his future (as people don't expect to learn martial arts from a non human), and his very humanity until this blew over. All thanks to the forever damned Cat-fist! Man! What the hell do I do now?
