Adults infused by too much magical energy tended to rampage or mutate or both. Birth defects were high from those infused. There were instabilities and worse.
The worst case scenario had been in the city of Saint Petersberg, in 1723. The experiment had gone wildly out of hand, producing a sort of feedback loop that continued out of control until half the city had been lost in a firestorm.
The research had produced a few lines that showed some definite possibilities though, and the lessons of the dragons were taken. Small infusions of a single frequency produced the least horrible effects, particularly if the infusions occurred after pregnancy. Slow stepping up of the energies was possible through infancy without too much trouble developing. Go too fast or too powerful, and the results were most unpleasant.
The first magical girl was named Midoriko, the descendent of a long line of shrine maidens and named for an ancestor who supposedly had held much power herself. With their first success, the experimenters were much heartened.
Those twisted by the magic, the yokai and the yoma and the others, were sought and killed when they proved uncontrollable. If they could not be found, or were simply too powerful, they were encouraged to find other places to become a problem in.
The United States goverment of the time was a complicit partner in these activities, though secretive. For the results of that experimentation, they turned a blind eye to the activities.
In 1890, the Japanese rebellion struck back. Their own dragons were reinforced by magical girls and the occasional magical boy. The Chinese revealed their own magical soldiers in addition to their dragons, the yokai and wu and something that they'd developed by accident - ravagers - deformed bloodthirsty mindless monsters bred for battle. The conflict escalated, allies to either side weighed in, and the First World War began.
