The world was changing still, and Tesla let everyone know that the invasion and seizure of his labs at the behest of a competitor was not acceptable. He packed everything up and went somewhere else - specifically a state which promised him that no Woodrow Wilson-esque seizures would take place.
North Dakota.
Things developed quietly for the most part elsewhere. Eckart and Langevin both worked behind third parties and dummy corporations, frequently developing projects for a number of figures in order to field test new technologies with someone else paying the bills. Langevin was still wanted, still in hiding, but most of the League Of Nations regarded him as a "boogeyman" useful for scaring children.
There were threats and portents available, though the few who picked up on them were viewed as "alarmists" at best.
The rumors of special humanoid pokemon continued to come out of Russia, while Tesla's pokemon continued to branch out and be sold in limited numbers for each breed.
Something new was noted, and received some publicity. Pokemon were animals, but they were fairly intelligent and seemed to frequently have a sort of empathic nature. They bonded with certain individuals more than others, and they tried to understand what was required of them - and do it. Making the Pokemon Trainer and Pokemon Breeder both lucrative positions in some societies.
Some didn't react at all well to these unnatural creatures. Others did. Some didn't care for pets or animals of any origin. Others did.
Some breeds did better in some nations than others, Snubbull was becoming fairly numerous in Great Britain. Other breeds like the Eevee seemed to do well in almost any environment. In France, Marill were deemed useful for their firefighting talents but it was Coxy (Ledyba) that seemed to catch the imagination of many.
9/18/1931:
Japan invaded China with their newest weapons. Giant steam-powered robots using the reflex system.
China responded with dragons.
The rest of the world was rocked by these developments, focussed as they were on various other developments. The image of primitive Japanese building fighter planes out of bamboo and rice-paste died when the giant robots trudged ashore from landing boats off the beach.
Against them were dragons. Creatures of myth and legend ridden by Chinese soldiers.
The battles were captured by the new recorders and sent by airplane for distribution worldwide. Transmission range still being very limited, it kept how fast the news could get out from being felt.
Dragons were more manueverable and faster. The robots were better armored and had longer reaching weaponry. If either was used against infantry - the infantry fell fastest of all. Pitting giant robot against dragon was quickly demonstrated to be a slaughter of dragons. Dragonhide was tough, but a .50 caliber machine gun was a tough argument to counter.
The dragons were as limited in number as the giant steam-robots, but neither made that much of a dent in events.
Until the Kishin Corps entered the picture. Huge elite robots utilizing the high-performance fuels now available. It had several effects, the chief one being that Japan's original policy of "nibbling away" at China had been put aside. Now it was ready to sweep aside the inadequately trained infantry and too-thin dragon defense and take large segments of territory.
