One would not think there were rules to something like Chaos, expanding to fill voids and so on. Such reactions sounded dangerously close to physics, and that had laws.
However, Ranma's personal chaotic aura was enough to stand out in a place as highly-charged as Nerima Tokyo... more than stand out, it GAVE that place most of its reputation and was sufficiently empowered to attract other, significant, chaos magnets to add to the storm.
No one should be surprised by how much this paragon of bizarre chance stood out in a place like Crystal Tokyo, where Rei Ayanami would be seen as a dangerously unpredictable loose cannon.
Of course, worldwide dominion of Absolute Order wasn't something achieved by mere chance (chortle... umh, in Ranma's case that was actually possible. Brrr! Scary...) the senshi had long ago during the founding of their city activated an early warning system to alert them to intrusions of chaotic elements. For Chibi-Usa, now grown to simply Usa, an exemption had been made, since she could be expected to carry slight taints of chaos on returning from her regularly scheduled trips to the wild and crazy world of the past.
No one had thought to disable that function once those trips were over, nor was there a time limit set, as one could not accurately predict how fast that spark would die down - that it was NOT dying down was a possibility that had escaped the very rigid and orderly minds who'd done the programming.
There were thresholds set, but so far the very small flame of Usa's rebellion had not set off any alarms, as she'd gone about her quest in a very orderly manner, and nothing of what she'd done so far was strictly forbidden (no one had thought to revoke her rights to use the Time Gates, and she'd never been expressly forbidden to bring other people through).
However, one can guess how that warning system started to react to Ranma's arrival.
There was no confusion, no scrambling, no disorder or surprise when this alarm started to shriek as if boiled alive. There were no drills scheduled. No regular combat practice had been ordered (though annual combat practice of about an hour was in no way sufficient, it had not been military minds that had ordered their priorities). The few soldiers very simply dropped what they were doing and reported to posts to await the attack, while the equally robotic queen and her senshi gathered to a central location to locate and assess the threat.
However, their response time was in no way swift.
That ANYONE could react to Ranma's presence at all was so foreign to those staid, solid, boring and predictable people she knew that Usa didn't consider the possibility at all. She did not regard him as a threat, so saw no reason why the alert system would, so made no allowance for being followed by senshi on alert as she left the palace, after checking in.
After all, it's not like he was some magical prince out to attack the place!
His sneeze almost cut off her continuing statement.
She'd failed to consider that his curse could count as dangerously chaotic magic, and thus be a high priority for the alarm system's search function.
Usa raised the pen, saying "Turn me into Ranma's fiancee!"
