The Triads were bringing in empowered fighters who could do things that were decidedly NOT normal. Throwing lightning or fireballs or tornadoes, changing their body to look and act like iron, pressure point manuevers that could kill instantly, and so on.
The Yakuza were used to their role in Japanese society. Unless they crossed a line, most Japanese would turn a blind eye to their activities. The Triads had different ideas and were interested in taking over the Yakuza activities.
What had resulted was a fragmentation of the Yakuza structure. Some groups were actually looking to cooperate with law enforcement where possible. Better the better known and lesser evil, after all. In many cases this wasn't possible.
Projects like that which had produced the Tendo daughters were mostly covert and specific to a Yakuza cell.
Akane remembered the sounds of battle that night. The explosions, the screams, the lights going out and leaving dim flickers from an emergency system that hadn't been maintained properly. She remembered the cell door being forced open, and an unfamiliar silhouette with an unfamiliar voice telling her to get out - she was free.
The results of the experiments had been along the line of what the intent had been. That intent had been to use the three daughters of Soun Tendo as a sculptor worked with clay, reshaping them into three slightly different variants of the same theme. In their case:
