Washu had a habit of building Weapons of Mass Destruction, and had more than once endangered herself and those around her thanks to a careless miscalculation. Despite this, she generally tried to avoid taking chances that put people's lives on the line. She had never had any intention of testing her Dimensional Teleportation Ray by pulling a sentient being from another universe.
Mihoshi changed all that, managing to accidentally focus the ray on a human in Japan of an alternate Earth, and to activate the device, all without any idea how the device worked. That she only managed to get half of Ranma shouldn't be held against her, as it did work out all right (mostly) in the end.
Mihoshi's presence also altered probabilities quite a bit. A sixth of Ranma was left behind, while the other third was flung out through the dimensions randomly. With all of Space-Time across infinite dimensions to choose from, the chances of that third winding up where there was life at all let alone someone could save it were astronomically small - but factor in Mihoshi's involvement, and those chances became almost certain.
Thus it was that long before Washu attempted to send Masu-Ranma home, that missing third of Ranma wound up somewhere he could be saved. Specifically:
