You can't choose two families to be adopted by.
"Why not?" asked Naruto, smug now that he'd outwitted this cat. "You say you've got all this power, don't you? Well, then something like this should be NO problem."
Are you sure you want this?
"Sure I'm sure," said Naruto, ignoring a little voice in the back of his head saying that this was a really really bad idea. "If you can't do it though-"
BAMF!
"And so," said the Sandaime, looking down at the crib. "We come to this."
"I don't see why they can't just go with the orphanage," said a voice.
"Wah?" asked the baby. ('They'?)
"There's already been three attempts to kill the children," said the Sandaime.
"Weh?" asked the baby. ('Children'?)
"Twins are considered unlucky in many areas," said the other voice. "Amongst ninja especially. Too many stories about an evil twin and a good twin, I suppose."
"Wah?" squeaked the baby. ('Twins'?)
"So what's to happen with them?" asked the other voice.
"The boy will be raised with the Akimichi family," said the Sandaime. "They've already agreed. The boy won't be taught any of their hijutsu, but will receive extensive training in taijutsu to take advantage of his extreme strength."
"Weh?" asked the baby. ('Extreme strength'? What 'extreme strength'?)
The scene stopped, then slowly faded to gray before that odd voice from the cat-being spoke.
The situation has been tweaked. Now the Kyubi was split. Part of his power went into each of Minato's children, the Yondaime hoping that this would be a further security measure and that both his children wouldn't have quite as much of a burden.
Some of the tweaking has resulted in Naruto having much greater strength and physical durability. Naruko - your female twin - will have greater chakra control and speed. Both of you have jonin level chakra levels, and an enhanced coil/reservoir system.
This isn't what I had in mind!
I could've made this all much more unpleasant for you, but I was intrigued by the idea. Naruko will be more intelligent, a Water and Wind element affinity, and good at genjutsu. Naruto the male child will be a badass taijutsu expert with Earth and Fire elements. I'm leaving it open as to whether or not you can combine elements. Still pondering that one.
What? What do you mean... oh. Like Yamato-sensei's combining Earth and Water to make Wood?
Yeah. Fire and Earth ought to make Metal. Stuff like that. We now return to your game, already in progress.
Huh?! WAIT!
Color faded in and things started moving again as if they'd never stopped.
"The girl, well, another family is taking her in," said the Sandaime.
"Which one?" asked the other person.
The Sandaime answered, neither hearing the mental cursing from one of the children.
