Actually, to be kind, this writer believes that Rei suffers from a dual dose of dyslexia and dysphonia, where he can't possibly articulate thoughts as normal people can, plus also suffers from the problem of not being able to voice said thoughts properly. Physical skills, such as his ability to pilot starfighters, wouldn't be affected in this case.
This, tacked onto the fact that he cannot fly under his own power (he needs a jetpack), plus his metamorphic ability, probably can make anyone conclude that Rei suffered from considerable ostracization when he was younger (after all, most other Onis do fly).
This, for Shinobu, is beside the point as the Moreau flu begins to pump her sexual desires into overdrive. So she lunges at him, snaring him with a bear-hug, then races for home.
