"Yes, his mother was able to manifest these chains, and so I simply made it possible that Naruto could do so as well," said the cat. "Though these are rather more handy."
"Oh, how so?" asked the Hokage.
"These are based on the Nebula Chains of Andromeda Shun in a set of universes known as either 'Knights Of The Zodiac' or 'Saint Saeya' to some world-travelers," said Toltiir. "They can block and entangle, manipulate objects at a distance, detect danger. When wielded by someone with skill, they can be used for both attack and defense."
"At minimum length they're coiled around his forearms, where at maximum they're thirty feet length?" asked the Hokage.
"It'll vary with his expertise with it," said the cat-being. "Though it's just thirty feet in that scene, closer to one hundred twenty at maximum at his current level. It'll also help with dating."
The Hokage briefly struggled. Did he really want to ask? No, no, he probably didn't. Did he need to know? Maybe... Would the answer potentially give him nightmares? Possibly.
"It comes with preset modes," said the cat, nodding to himself. "After all, in both genre - you announce the attack as you do it. Why not add vocal commands?"
"Why not indeed?" asked the Hokage.
"So," said the cat, pulling a whiteboard and easel out of his pocket. Despite that he had no pockets and the two objects were at least ten times his mass. "He'll start out with the following and gain more as he gains levels."
"Like some sort of video game?" asked the Hokage.
"Precisely!" said the cat.
"Hmmm," hmmmed the Hokage, committing the information to memory after a glance. He'd worked his way up through the ranks after all. Being able to memorize a mission scroll's contents after a glance was useful.
[Maelstrom Chain] - simple activation and control
[Rolling Defense] - dome of moving chains intercepts attacks
[Thunder Wave] - high speed attack that seeks out the target
[Capture] - useful for dating, enemy engagements, and escaping feminine wrath
[Silver Wall] - protective shield for a single direction
[Maelstrom Strike] - all out attack
