Kujaku and VonEcchi were not stupid nor were they inclined to take personal risks.
Kujaku was a minor lord of the Yakuza, and the Yakuza did not tolerate stupid gang lords to continue breathing much less operating.
VonEcchi might be missing a few cards, well okay - half the face cards, but he was hardly an idiot himself.
Faking their deaths and going underground had kept several things from happening. Whether they were killed by outraged families, arrogant martial artists, the remainder of the Sailor Senshi, allies of heroes, or gangsters within the Yakuza sent to remove a failure - avoiding the end justified the means.
They went to ground in a safe house, having coming very close to their dreams of conquest, and made their plans from there.
VonEcchi might have been a "mad scientist" but he was still a scientist. When a cobbled together remote failed to work, he rebuilt it and tried again. Figuring they had changed frequencies, he tried a half dozen others. Then, still believing his "back door" into their OS was there, he tried other means of accessing it.
Once he'd exhausted all other possibilities, he'd explained to Kujaku what he was virtually certain had occurred. That the technorganics had completely rewritten their systems to lock him out! The nerve of some android sexslaves!
Kujaku thought about it as a problem of a new ganglord with superior fighters and resources moving into the area. How could he strike back without advertising his presence? So he'd called the authorities anonymously about this white slavery ring. That had fallen through. VonEcchi had warned him not to plant any evidence as the androids might have evolved to the point where they could determine such had come from one of them, and once the robogirls knew of their creators' survival - it was quite likely they'd be tracked down.
Kujaku finally decided that if normal other means were denied him, he would hire a team of big nasty hitters and smash the new rival before he could get too firmly established. They had a remaining supply of the original technovirus. If they converted women of sufficient power to defeat the Sailodroids, they could then convert the Sailor Senshi who had not gone over to Ranma's harem. Makoto Kino, Haruka Ten'ou, Rei Hino, and Usagi Tsukino.
VonEcchi thought it likely that any vulnerable people they associated with daily would be watched. If they publicly started operating, as soon as it was noticed those other targets would be whisked away. If they were clever enough to change access codes, they'd have to take precautions like that. Even if they did manage to convert the other Senshi or secondary targets like Mercury's mother, it was quite likely that they'd be able to overwrite the OS eventually. So it had to be someone powerful enough to defeat the Senshi, but unknown to them.
So the two of them had perused news reports, magazines, and any other source they could think of in order to get powerful victims to convert into helplessly loyal slaves. They finally decided their target should be these two.
Defeating them was simple. A chemical knockout bomb disguised as an overly cute plushtoy. Azusa picked it up and proclaimed it to be her darling "Anastasia", while Mikado looked it over and decided it must belong to some cute girl.
The bomb detonated while the two argued.
They had both been infected, and the results showed promise. They were both female now, of course. VonEcchi had kept Azusa's height and general physique the way it was, but introduced his "improvements" during her initialization when such things were easy to modify. Mouse DNA was accepted by Azusa and some taser equipment strapped to her arm was also accepted into the technorganic being. Now she was an electric rodent, and an unpleasant surprise planned for those Senshi. She would be able to knock them out quickly.
Kujaku had some odd tastes and decided that if one would be a mouse, the other should be a cat. Mikado had become a catgirl with feline DNA being added during his transformation. Poisonous claws, a paralysis poison, was added. Kujaku then named the cat & mouse pair - the Golden Purr.
One of Kujaku's less disquieting tastes was for bad puns.
These two by themselves would prove useful, but as one was stealth and speed and the other was speed and surprise, the two would quickly be in trouble against any of the robots - or even if several Senshi showed up at once.
Other recruits had to be made just in case. Fortunately, they had just the candidate(s).
