"It's time to fix things to how they should be." The name of the time traveler is not record, after all, can't go killing him when he was four years old to prevent him from altering the timeline right?
Using fortieth century technology he invaded the Time Gate, raped and murdered Sailor Pluto and mutilated her remains and scattered throughout different times and places throughout the cosmos with the Time Gate. This was normally utterly pointless as Setsuna immediately reincarnated but the time traveler had hijacked control of the Time Gate within that time time locking away that one moment and allowing him to do his real self appointed task.
First he traveled to the Hidden Leaf Village in the Land of Fire, when Naruto Uzumaki was eight year old. He granted the resented and emotionally abused child full control and power over the Nine Tail Fox, and the secret of his true birth.
He was also granted the Sharingan, the Byakugan and the Rinnegan, all together, at once (just ask how, just, please, you don't wanna know) fully activated and with no need for a sacrifice for the Sharigan's true power. He was also granted full mastery of every Jutsu in existence, including some that hadn't been invented yet.
This task complete, the time traveller left immediate to his other destination: Nerima, Tokyo Japan.
There the time traveler met with Ranma Saotome, and immediately cured Ranma of his curse then granted him enough power to defeat Herb without even trying. He also granted Ranma magical power and full knowledge on how to use them, followed by psyche powers, and full working knowledge of every martial arts school in existence. He also as a parting gift gave Ranma the power to bend any female to his will and no woman could harm him.
This task complete, he returned to the Gate of Time, wired it with high explosives and leapt through the portal after setting the timer to go off three seconds after he left.
And the time traveler returned to his own time.
"What?" Or tried to. "What am I doing here? I couldn't have been even twenty years . . . from my job point."
He had materialized in front of a duel statue of an older Nartuo and Ranma that was taller than Tokyo Tower.
The title at the base of the statue took a full ten minutes to read and full of more superfluous adjectives than one of Kuno's poetry recitals. It summed up as 'The Invincible,Totally Cool And So Way Out Greatest Of All Time Naruto and Ranma The Twin Lords of the Universe.
The time traveler was then arrested by the Empirical Police for trespassing and for lacking any viable ID and died a slowly, meaningless death months later in the Gladiator Games under the eyes of the twin rules of a very good deal of the universe who failed to recognize the one who had granted them their power.

A thirteen year old Sailor Pluto appeared in the ruins of what was once the Gates of Time. Her name was not Setsuna Meioh, that was the name of her previous incarnation who had been slain by a fool seeking to 'correct' the 'wrongs' of events.
The girl shook her head at the destruction, and picked up a small piece of the gate, and peered through.
"Idiot. He should have know what would happen. What did he think would happen?" Granted unequaled, unchallenged, and unconquerable power to two people who had endured cruel hardship after cruel hardship their entire lives at the hands of others? Before being taught to be better than their tormentors? "What did you think was going to happen?"
The Kuno clan's corpses were hung like trophies in Ranma's audience chamber. Every female from Ranma and Naruto's respective community was their willing slave.
The tyrants and mass murderers who had threatened their family and people had been exterminated with extreme prejudice. And then they spread outward, spreading form world to world, one planet no longer enough for their egos.
Tenchi Masaki, the Juraian/Human hybrid had bravely fought to challenge them, but he had fallen, and his bloody corpse was now another trophy in their audience hall. His wives had spirited away his daughters so they might one day avenge their father.
Even the legendary Goku, claimed by most to be invincible and with power that surpassed that of the gods and beyond, could only fight the two to a standstill, and eventually was FORCED to flee Earth by his comrades, while Prince Vegeta's dead body was added to the Twin Tyrant's collection and they made a wish on the dragon balls that no one they killed could ever be resurrected.
Less than twenty percent of the world's population of Magical Girls was still free, the rest had been turned into the Twin Tyrant brainwashed willing slaves. Those that remained had gone into hiding or fled Earth and reduced to hit and run tactics on the Twin Tyrants' kingdom.
Thirteen year old Sailor Pluto sighed. "Even if I could repair the Gates of Time, the only real viable option would be to erase Naruto and Ranma from the timeline. But that would open the door to the maniacs and killers who they put down to reek havoc . . . why can't there ever be a 'right' solution?"
The thirteen year old Sailor Pluto left the ruins of the Gates of Time, she had much work to do. And she knew there were only two people in existence who could challenge these monsters.
She let the piece of the Gate of Time she took with her focus in on the two she had to find and had to meet. The two girls born after the rise of the Twin Tyrants.
"Naruko. Ranko. You're the only ones who can save the universe."
