There were those like the Iscandarians with spiritual or psychic abilities (depending on one's definitions of such) - a dying people of a dying world. Also limited in that they couldn't really survive for long outside very limited planetary environments. Easy enough to fix the problem, and once they intermarried with humans for a few generations it'd all be good. The species continued and a spiritually aware group in the ninja world could certainly shake things up within a few generations. For that matter, there were other races "seeded" by the Iscandar - any of them might do as well.
There were others. Evolved human or genetically engineered humans. Not necessarily superior, but different. Some, like the Kinori, looked 99% human except for little nose-ridges or oddly shaped ears or something like that. Some were only different when you got into the amino acids and such.
If the villagers could confuse Naruto with the Kyubi and show prejudice against him for that, then an obvious nonhuman would likely be something they would also show prejudice against. Unless it was a case where physical attractiveness caused the individual to be more favorably inclined - but that wasn't something the elder god thought it could count on.
So - something human or close enough to not be overly prejudiced against. Something sufficiently close to human that food and air and such were cross-compatible. Something sufficiently human in mindset that some mutual understanding was possible. Something that was still different enough to stir things up a bit, provide the occasional bit of humor through comic misunderstandings and the like.
It had been easy enough to guide Naruto into making the Summoning Array after all. Merely a few dream entries, hints whispered into his mindscape, glimpses into the nature of metareality.
Hence his Summoning Array was actually a set of scrolls intended to do a "Human Summoning" where blank spots on the Primary Scroll were meant to be overlaid with another scroll laid across that particular spot. The whole thing ending up forming itself as another fuuinjutsu symbol to stabilize the whole thing.
Plus a little help from an elder god watching from the sidelines of course. Otherwise it wouldn't be sufficient to heal mortal wounds, much less resurrect someone who'd already died.
The Primary Scroll set up the summoning. Secondary, crossing near the top, was the primary limitations that included that the one summoned was willing to be summoned and willing to be the friend of a young boy who wanted to be an awesome ninja. Tertiary included further limitations such as environmental compatibility. Quaternary had a number of things, but invoking his own attention and 'blessing' in there.
He'd considered elves, dwarves, koloss, the ravijin, jotun, vargr, worgen, emaan, the mu machine race, sekirei, monster races, gijinka and others before finally deciding that Naruto would get a group and from:
