The stones knew that normally Ranma didn't wish for things, at least like normal people. This was the fact his father's training and teachings had made him more reactive then proactive... or basically he did things when other things happened to him. Most of his most advance martial arts training were either reactions to other artist and events or stuff his father threw at him. So was his other learning. So Ranma would not normally wish for things... triggering the stones power, which could lead to their discovery and possible use on purpose.
However, Japanese festivals were the time for traditions, which even Ranma respected and observed... like wishing or dreaming. Like Tanabata, the star celebration which occured usually near or on July Seventh, where wishes and romantic aspirations were made. Signed on small coloured paper and hung on bamboo branches or on trees, they were the perfect chance for Ranma to use the Gems unknowingly.
Which is why the gems decided on this time to arrive, as Ranma had arrived home from the store with paper and was getting ready to write down some wishes and aspirations. Starting with...
