Luffy just decided to pick one at random, which resulted in him trying to imagine himself with a harem like Sanji had suggested. Or at least what he thought a harem was. In Luffy's mind that was a group of powerful and pretty women who could kill animals for meat and cook it for him while all of them when on adventures.
The thought had been for him to have a harem like Sanji suggested plus the fact Luffy could enjoy it like Sanji would, so the Infinity Gems tried to make this true. The gems had never dealt with the mind of Monkey D. Luffy, a mind which was wired up differently then normal human beings. To the point where he held no sexual or perverted thoughts when dealing with Boa Hancock (one of the most beautiful women in the world by most accounts) naked, but when spotting Nami in a hot spring with Usopp he reacted as perverted as his sniper. This was due to the way his brain was wired where Usopp's bad behaviour caused Luffy to react in a similar manner... or to be more exact, Luffy was only a pervert when in the company of other male perverts.
So when the gems tried to inject the knowledge of sexuality and perversion to Luffy, he hit some programming errors as the brain had no reference points for the new programming. It took the Mind Stone seconds to map out the unique mind of Luffy and translating sex to something it could comprehend. Mostly the pleasure of eating meat and having an adventure while playing a game with his body and that of one or more women. Which had the side effect of giving Luffy a stronger then normal urge for food play with sex. Specializing in eating meat off women's bodies, using sasauges as dildos, and licking off gravy and other meat-based sauces off the bodies of lovely ladies.
His mind, while thinking of using a woman's body as a buffet with cum as a dipping sauce, moved to the women he would want in his harem. Nami and Robin were the best women he knew as both nakama or crew, so of course they would be in the harem. Maybe they would even find a devil fruit or some kind of power technique to give Nami powers like he and Robin had. Boa Hancock was also a close friend, maybe being a member of his harem would help stop her from asking him to marry him all of the time.
Vivi and Conis, who had been pretty much honourary Strawhats and are members of his Nakama even if they were not his crewmen, would have to be in his harem. Just like Marguerite and Aphelandra of the Kuja, Sweet Pea was also a good friend but Sanji had said beautiful woman and Sweet Pea would likely not be up to the cook's standards. After that Luffy's mind was not as clear on who should be in his harem, he just new he had to have the biggest harem of sexy and powerful women in all of the world. The Gems took this and ran with it...
