There were other mercenary groups of ninja not attached to a village that could be hired in some circumstances, though Akatsuki was currently planning to quietly eliminate such in their next phase.
Such groups tended to be specialists, unlike Akatsuki. There were bounty hunting groups like the White Hand and raiders like the Chizu Pirates. There was even a group, Cheap Tricks, that subsisted on what Konoha would call 'D-Rank Missions' except these were all well outside the village system.
If she showed her full power here, and it was observed in any way, she would be tipping their hand that Akatsuki was not a low-powered mercenary group that only existed in the cracks and margins of the ninja-village system.
Konan considered the woman. Early twenties in age. Considering her gesture and creation of a wall of vegetation, a Wood-Element stylist. Someone of the Senju bloodline then, though the green hair was a bit odd.
Konan nodded, then turned and left. That explained so much actually. High level, if young, and Wood-element. Probably able to sense her paper doll scouts and such through that elemental affinity. Which meant that she was actually among the worst choices for infiltration.
She could simply kill the green-haired woman. Capturing her with paper, even paper saturated with her chakra - that might be problematic. The woman had some rapid-transport jutsu, or had been able to mask her presence prior to choosing to appear. If the capture was not complete and immediate - there was a chance of escape.
The woman also had not worn a forehead protector. However, she HAD been wearing shorts and a tight top over mesh, with a happi-style jacket emblazoned with the village's Leaf symbol.
Once she'd gotten away from that boundary and the feeling of presence dropped off, Konan formed a bird of paper to fly her to a place she could report from. They would simply follow up with some low-level expendable spies to infiltrate and gather more information now that they at least knew about the Wood-user.
The inner core was set, with the bombardment of heavier materials finished. Now layers could be added.
Every so often a comet was added.
Destroyer, aka Des-chan, was relatively happy. As a Weapon of Mass Destruction, the chance to create was a welcome change of pace.
The typical villager reaction to seeing a thri-kreen walking the street for the first time was summed up very quickly. Usually involving screaming, hiding, running, or trying to do a genjutsu dispel.
Until everyone was used to them, and they were used to how things worked locally, the Hokage had ordered them to pair off with human jonin. The thri-kreen had seen the logic of the behavior and had done so without any fuss whatsoever.
Due to a deliberately set effect of their summoning = they could understand humans, and after some effort could manage some human speech, but it didn't come naturally to them due to the different shape of the speaking anatomy.
The dryads, on the other hand, drew an entirely different sort of attention. Which quite often involved males of various ages walking into stationary objects or losing track of whatever it was that they had been speaking about.
