First proposed as a really strange concept by a guy named Berke Breathed in a series known as "Bloom County", it should be noted that somewhere in the Multiverse they would exist simply because someone somewhere else had come up with this concept.
They were the distillate of the B-movie concept of Venusian women taken to its extreme. Using cloning and advanced genetic engineering methods, an entire planet of curvaceous and attractive women who habitually wore as little as possible. There was one thing the B-movies had wrong about them though, and that was that Planet Playtex and the Lingerie Amazons were all technomages.
An odd hodge-podge of magic and technology, but mainly magic. Which was why little scraps of lace and spandex could function as armored space suits.

"She's in denial about the whole thing, despite Happosai practically dissolving in a pile of his own drool during the event." Nabiki sighed. "I was going to get Akane to go after Ranma but you know how stubborn she can be."
Some nods at that, despite their own share of that trait.
"I pointed the gun at her like this," Nabiki said while pointing the raygun. "I pulled the trigger like this."
Zap!
The girl she'd pointed it at was wrapped up in a coccoon of fibers that thudded to the floor.
"We've tried cutting it, burning it, we tried some of Akane's leftovers," Nabiki said, dragging a coccoon marked with a sticky note that read [Akane] into the dojo. "Nothing worked."
Nabiki quickly wrote out something to tag to the new coccoon. She didn't want to get them confused, after all.
So they had coccoons marked [Akane] and
