"I've trapped them, yes..." the dying Queen Serenity responded, staring between the Empyrean Silver Crystal in her hand and her advisers Luna and Artemis - who would soon be the only two survivors of the Earth-Moon War. "If I had destroyed them, then I would also have lost the Princess forever."
Instead, she had done the last thing she could to make sure the legacy of the moon kingdom could be salvaged. Soon, Saturn would no doubt cleanse the rest of her empire of life, and the lunarian race would cease to exist. But Earth - what was left of it - would be spared. The remaining humans would recover and reclaim their world, and the souls of the fallen - Moon Kingdom and Dark Kingdom alike - would reincarnate into human bodies. They would not be the same people they were, but there would be a future for them.
Even so, Metallia could awaken again, and so she gave her last command as a queen: for Luna and Artemis to give the wand to the princess' reincarnation on earth. Then, she completed her final spells, cast the silver crystal into the sky, where it triggered one last time to guide the lost souls of the moon towards earth. The wand, on the other hand, was used to create cryogenic pods for Luna and Artemis.

But in her haste, Serenity had overlooked one thing. The humans were the only sentient race left in the Sol system after this war, and as such she hadn't bothered to include a condition in her spell that anyone [i]must be reincarnated as a human[/i]. What she had forgotten was that new life could evolve in the intervening time. And between Metallia's dark mutagens and her own Empyrean spell, there was still a lot of ambient magic for it to adjust to and use.
And so it came about that the Sailor Guardians would actually be reincarnated...
