Ages ago, various races of shape changers, called the Changing Breeds, had been emerged following the destruction of the Moon Kingdom to protect and preserve the balance of nature in Gaia. Unfortunately, one of these, the Garou, the werewolves, tasked with the proactive destruction of threats, became drunk on their own importance.
They chose to impose an Impergium on humanity, attempting to prevent its growth in the most direct means possible. They were incapable of realizing the probable consequences of such action, and that it would ultimately doom their duty to failure.
Setsuna had realized the risk, and chose to act. Limited to subtlety, she invested in the creation of champion to protect humanity. This Slayer, as she became known, was drawn from the body of direct matrilineal descendents borne of each of the Senshi, as they were reincarnated time and time again.

Things really began to turn against the Garou when the Slayers teamed up with various shamen and wise ones, and it was discovered that a new Slayer would be called whenever an existing one was brought, unbroken, beyond the point that her own body could heal her.
The Impergium lasted for a thousand years, and only ended because the Garou could no longer sustain it.
Indeed, their very culture had been annihilated.
As a race, they still existed. Although they had to be far more discreet, as they had no Veil or Delirium to protect them. Indeed, most ended up in the makai.
Mamoru himself had been born as a Lupus Garou. At the age of eleven, an accident had left him completely amnesiac and locked in human form of that chronological age. For years, his other forms were lost to him, and he had access only the most basic of his abilities.
Now, the changes he felt in Usagi had triggered primal memories. He gazed out at the full moon, in his Crinos form, and indulged in the desire to howl.
Meanwhile...
