The problem was that they were essentially interchangable. Despite what Brock said, he usually had trouble trouble telling one Jenny from another. And to top it all off, all they had to use was their own regular physical strength, and their brains, which could have some problems dealing with crooks like Team Rocket.
Thinking back upon his travels, he remembered that one Nurse Joy he'd met. The one who was tan and so fit that she could lift a giant MagiKarp over her head. It was too bad that he couldn't give such abilities to them.
At least in this game, he could. It wasn't like he could really do so. But he could imagine it was so. He could work on one, or many, and it wasn't like it was just going to happen.
