"Nuclear weapons does not fit Carmen Sandiego's profile," mused Setsuna.
"No," agreed Ranma, "stealing nuclear weapons is apparently all right though."
"What?!" Minako puzzled over that. "I don't get it. She's not the type to use 'em, and why steal 'em if not?"
"To be able to steal them obviously," said Ami. "Nor is it likely that Ms. Sandiego would want to steal nuclear weapons if her partner was planning on using them in any offensive capability. Therefore she has some other motive."
"What would that be?" Magical Maid Usagi asked, trying to figure it out.
"We shall have to ask when we find them," said Rei. "Dr. No 2 must not be following in quite her father's footsteps, but I would suspect something nefarious at the least."
"Well, that's why they want us to intervene," put in Ranma. "Any ideas where to start?"
