In the normal course of events the Moon Kingdom had been settled by refugees from the Sailor Wars and had developed some vaguely antagonistic relationship with the Earth Kingdom. The Sailor Senshi had been formed, imbued with magic to become superpowered girls in what were essentially cheerleader costumes that resembled modern sailor style seifuku or school uniforms. They were attuned to some odd elements, but they were equal parts PR gimmick and guards - so that was fine.
No Sailor Wars = no refugees = no Moon Kingdom = no Senshi.
Instead though, there seemed to be something else going on.
14.3 million years BC, refugees from the Magical Girl Wars showed up.
Setsuna whimpered as she saw a battle taking place with Bishojo Maid Senshi fighting Bishojo Waitress Senshi fighting Bishojo Lingerie Senshi fighting Nekomusume Senshi fighting Bunnygirl Senshi. Happosai would have taken one look and died from sheer joy at some of the costumes.
No Sailor Senshi. They'd all been killed off fairly early in the War, "purified" to join one side or the other.
To Earth's solar system came these refugees, following darn near the exact pattern of the Moon Kingdom. There were bunnies on the moon now.
Pretty Bunnygirl Jupiter was apparently quite a flirt. Hmmm. The problem faced by Pluto was that in order to try fixing this change, she'd be once again adding to the problem of the time storm. It was very likely to escalate out of her control. The powers were a bit different, the enemies as well, but the Bunnygirl Senshi were fairly stable and developed Bunny Moon Kingdom eventually. However the entire idea of wearing that costume and firing off an attack like "Time Out!" was just so... strange.
