General Mako of the Shark men explained the situation. "After the rebels assassinated your grandfather, they tried to implement their own regime. However, rebellions are often sparked by idealist whose high ideals rarely survive long in the face of reality. Under Ming the Merciless we ruled the subject kingdoms with an iron fist but, with the imperial forces withdrawn to regroup under your leadership, those barbarians suddenly realised that they no longer had a common cause and turned on each other. This confusion provides the opportunity for us to re-establish rule of martial law. However, once we move against the rabble, they may reunite against us before we can gain a firm foothold."
"That makes sense," agreed Ranma who'd viewed the generals' accounts of the rebellion's sabotage and guerrilla terror tactics. No matter what they looked like, the innocent people of Mongo needed him to restore his grandfather's enlightened government. His grandfather's trusted lieutenants would know best how to go about it. "What do you recommend?"
"We will need to prove our strength to those rebel scum in a decisive strike, Highness," General Gila of the Lizard men advised, apparently pleased that Ranma had confidence in their greater experience. "But to guarantee success we need to break their confidence by capturing the instigators of the plot against your Grandfather. Without their rabble rousing, the rest of the scum will scatter or fall back into line when our forces make their move."
"We also need you to lead the initial strike force to inspire confidence in your abilities as a warrior, Highness," General Mako added. "It will be an easy capture, as the rebels have grown lax in security and will not suspect a stranger, but it will be a great coupe for your new rule."
"Alright, some action!" Ranma enthused. "... I mean, who am I going to bring to justice?"
