After the hunter had gotten back from the Diggers mansion he gave his report to his leader. The leader was quite surprised that children would eventually be worthy prey. While he knew it instinctivly, there just wasn't much satisfying prey left in the world. The leader sent a message to all the hunters, find children with a large enough 'potential' to 'tag' for hunting later.
Many hunters nodded and cloaked themselves and left. This would cause people who Ranma and Britanny originally met up with later in their lives to be 'tagged'. So they may or may not meet up with them at all.
In Quagmire, Mimi Masters was sleeping like the dead when a hunter 'tagged' her. The large potential in magic was what drew this hunter to her. In another house, Jeremy Feeple got 'tagged' as well. Which would lead to some interesting developments in the future.
In Japan, a little girl who had dreams of being the greatest martial artist in Nerima was likewise 'tagged'. In a mansion, two children, who would later be delusional, were as well. A certain lost boy got 'tagged'. That last one would be very interesting to hunt.
In China, no one was 'tagged' individually, but rather all three villages in the area.
Yes the hunters had found themselves worthy prey, it would just take a matter of time for it to be 'fun'.
