We could just bring her to the council, the first "voice" suggested as he noticed Nabiki awakening. The pool will show her actions and motivations.

"Well, let's just ask her a few questions ourselves first," the third, unnamed voice said. "The council is a little busy at the moment. He turned to Nabiki and started questioning her.

Nabiki was thinking Ryouga would beat up Ranma, but that nothing serious would come of it (victim of Nerima Thinking Syndrome)
She thought she was humoring Ryouga, figured Ranma could take anything he dished out (different variation of NTS)
She wasn't thinking it through for once... (NTS again)
She actually wanted Ranma dead....
Ryouga paid her...sort of
something else...
