The genes fused to his human ones enabled him to fulfil this, by any means nessesary. Fortunately, the human part of him was still strong, so he was still able to control himself.
The attraction he felt when he first met his previous mates was the catalyst that allowed the genes to start, the end result being new life created.
Usually Ranma could control himself to a degree, so he was not running around impregnating every woman he met. although it didn't show, but it took alot of effort not to give in to the instincts his body was geared towards
Unfortunately, the shock of seeing his father turn into an animal, added to the shock of becoming a girl cause this already stress filled psykie to shut down temporarily for rebooting. THis left the instincts.
He was female right now, so all the genes had to do was find a male to mate with.
