Ranma the Dragon: Primrose Proper, Victorian Secret Agent, [Episode 61836]

In an appropriately darkly lit room of a Gentleman's Club, the secret committee of nine or ten men met to listen to a young woman wearing a victorian era dress and horn rimmed glasses.  Although her cover was that a sexually repressed librarian, she was actually one of the organisation's underwear-clad feme-fatale spys known as the Victorian Secret Agents.

The new enemy was very perverted, but they also did their homework.  Using her prudish cover identy of Miss Primrose Proper, the sexy superspy had sifted through secondhand eyewitness accounts and amature quality videos to collate information on potential opposition to their plans.  The result was a comprehensive, if not totally accurate, file on Tokyo's numerous vigilante "girl gangs".

"This is the one they call Sailor Mew Mew!" the bespectacled spy reported.  "She is the leader of a gang opperating in the prefecture of Juuban.  In battle it appears that Sailor Mew Mew relies on entirely her gang members to run interference while she powers up for a powerful final attack maneouver and is virtually helpless without them.  Deprived of their support I predict that she will be very easy to subdue and rehabilitate."

"However, there is a complication," Primrose delivered the bad news after the obligatory manaical gloating laughter died down.  "When Sailor Mew Mew is in peril, she summons a protector.  Any plan to capture her must take into account the appearance of the one they call, The Tuxedo."

"Oooohh!" gushed several of the femonsters standing in attendance behind their shadow obscured masters.

"Precisely," Primrose agreed as she loosened her bodice and adjusted her hair bun.  "This swashbuckling knave is very charismatic and debonair and subject of the romantic fantasies of the local school girls.  While he appears to lack flashy powers like his little girlfriend's followers, he should not be underestimated.  His dramatic arrivals are always followed by an immediate victory over the opposing females!"

"Masters, I'm sure you will agree that he is clearly the mentalist controlling this little ring of criminals.  This makes him an enormous threat to your opperation if he cannot be recruited or neuterized."

"Fortunately my research has uncovered this masked man's secret identity," Primrose revealed.  "After investigating the ussual genre cliché, I beleive that he is none other than the relusive millionaire playboy, Sanjouin Masato!"

"Unfortunately for any plans to infiltrate his organisation, he has long since disappeared from the public eye, but not before being romantically linked to schoolgirl, Naru Osaka!  Miss Osaka works at the Osa-P, a jewlery store often subject to monster attacks which prompt the sudden appearance of Sailor Mew Mew.  The connection is obvious!"

"Miss Osaka is both The Tuxedo's fence and Sailor Mew Mew herself.  Now, since she has experience at fending off open attacks at her workplace, I propose an alternate plan involving:"
