It made sense to Ranma
He was her father now. He'd have to watch over her, protect her... but most importantly, he'd have to train her. But how do you train a little girl? His father had always said that training was too harsh for young girls - it was one of the other excuses he'd used after leaving Ukyo. And after seeing the effects of training on the bodies and minds of the only girls he knew, there was no way he could train his daughter. He didn't want her to end up with Akane's fury, or Kodachi's insanity, or any of the other 'endearing' traits that his female fiancees shared.
He definitely couldn't put Hotaru through the damage that training her at a young age would cause. His only choice was to wait until she was old enough to handle it, both physically and emotionally. Things would have been much easier if she had been born a boy - he knew how to train a boy, after all. He'd been trained as a boy by his own father, and even if Genma had gone a little overboard with things like the catfist, he'd done a damn good job overall.
If Hotaru had been a boy instead, he'd have some ideas. But she wasn't a little boy. She was a girl. But wait, so was Ranma. And wasn't there a reason for that? Hmmm... Jusenkyo! But was it really for the best? Did she need to be a boy to face the training? She was already ten years old. There was also the people of Nerima to worry about. If he left right now, Nabiki and Cologne were especially likely to track him, and his new daughter, down. What should he do? "We're going for a little trip, Hotaru-chan...
