The Royal Palace of Crystal Tokyo was a vast complex, but there was considerably less living space than one would think. Within the waist-high fence lay the Diet, numerous government offices, several university facilities, a historical museum, the central public library, and the most impressive macro-engineering studio/facility in the solar system (Lady Uranus’ brainchild); leaving far less room for Earth’s most powerful and respected guardians than many would assume.

This was somewhat intentional. It was the policy of the Royal Court (AKA what Serenity wanted) that none of the Senshi be permitted to isolate themselves from the populace they defended. However there were sufficient training centers, research labs, and private quarters to insure plenty of locations for the Ladies’ of the Court more... discreet... entertainments.
