In a way it was a good thing. The reason for the new scrutiny was Bail Organa had acquired positions on the committees of Finance, Appropriations, and Intelligence Oversight, which allowed him to funnel money, weapons and information to the fledgling Rebel movement. Organa's membership in the Senate Military Oversight Committee made him quite adept and forging the structure of a Rebel Military of his own.
Senator Organa could use Imperial finance and resources to increase the readiness of his own planet, create a fleet and troops. But in order for him to do that, Bail had to avoid non-senate contact as much as possible so Imperial Intelligence did not get wind of what he was doing and put an end to it, and him.
Alderaan had to split off to become its own movement for a while. At least until the secrecy of their cause was blown. Until then, contact between Ranma's Jedi and the planet could reveal both organizations to the Empire, when silence could preserve both for longer times of buildup.
That made Sairune doubly important to the Jedi cause, and left those Alderaan engineers, pilots, crews and technicians left with them feel partially abandoned, without a way to return home until the present crisis was over. Perhaps until the end of the war, or, if things went badly for the Rebel cause, perhaps never.
That spurred the construction of new colonies, set up to duplicate the climate and architecture of their home. Others pitched in, and plans were laid for a dozen 'little Alderaans', though the engineers of Sairune postulated their own time of need might arise and so planned an equal number of 'little Sairunes'. The fleet personnel and old navy families that made up the other greatest chunk of Rebel population were content to settle these places, as they were going to be beautiful and stately, and navy bases to which they had small enough attachment but all too much experience often weren't.
It was a diversion of effort to make those colonies, but necessary for morale.
It did encourage the Jedi to seek out new contacts, however, as they did not want to be wholly cut off from the outside galaxy. News of the worlds outside was the only way they could correctly time their strike for a politically advantageous moment.
