That didn't stop them from trying though.
Still, they were forced to watch as the 'remnants' of the experiments were buried in the face of enemy bombardment. Then came the advance of those same soldiers, and the abandonment of the lab. Which left what was hidden there basically forgotten after the destruction of the documents, silence of the workers, and the eventual deaths of those involved. Not even the existance of that particular project was left, and most of what was known was explained as part of other experiments.
That was what allowed a construction crew working in the area in 1977 to do so with only partial concern. It was known that certain 'things' had been done there, so care was taken to prevent any sort of accidents. They didn't want to have some sort of problem with previously undiscovered chemicals after all.
They got the plague instead. At first it had seemed to be okay, as they worked, but after a week, the workers starting falling ill. As the mystery sickness continued to fell them, concern was raised. When it was discovered that they were all dying, alarms began being raised. And as locals started coming down with the same symptoms, a quarrentine was thrown up.
By then it was already too late. The men had infected their families, friends, collegues and even those they passed on the street. Those people passed it onto others, some of whom had never been in the same area, and it went on from there. Shoppkeepers, factory workers, and even the doctors treating the disease came down with it.
And when the tourists started going back to their home cities, and home nations, there was no escaping it.
People started falling left and right, with previously healthy individuals suddenly on borrowed time. Scientists worked hard to discover what could be done about this, but it was already a disaster. No one felt safe, and it seemed like there was nothing to do about it. Families watched each other die, the innocent suffered, and the governments tried not to be ineffective. Religious spaces filled up, rioting broke out, and chaos ruled.
