That included those who felt that they could profit in some way off of the conflict of others. And in this sort of situation, there was plenty to be involved with. After all, with this balance, there were plenty of opportunities for gaining power, wealth, and knowledge. As such, those that saw these chances on occassion took them, and with time, were perfectly able to become more and more ruthless with what they were doing.
When such distance was institutionalised, it became a major factor in how a group would do its business.
Such was the case with a certain corporation. They were already incredibly wealthy, but were always in search of ways of securing more funds and power for themselves. So they were perfectly willing to get involved, much as some of their contemporaries were, in 'black book' projects. If they could create the next superweapon, defensive system, or leap in information gathering, then they could sell that information to 'interested parties', or simply use it themselves. Of course, if they could get someone else's designs or prototype, then it would be so much better. After all, they wouldn't have had to incur any development costs, and would get the benefits.
It was why they decided to go into Nerima, what with the goings on there. With an agent there, they could really advance their powers, and take advantage of what was just waiting to be plucked for their benefit. Once they got it, they would be able to advance their knowledge base at least, even if it wouldn't be pleasant for anyone they needed to take.
But then, this was business, and if a little person had to suffer, then it was a perfectly acceptable situation.
