A witch, and likely a high ranking one. Someone sufficiently powerful enough to do this would be someone who MIGHT be able to be picked off by a sniper, but if her presence was known and kinfolk came looking for her - the Amazon Village might become a Village Of Brain-fried Zombies the next day.
"They want me to go to school?" asked Ranma. He'd known someone had been watching him - the moment he'd felt himself falling towards a spring and some invisible force had nudged his flight so he'd ended up landing on a dry patch had kind of given it away.
"Yes, the housing arrangements have already been made, care to go?" Hikaru held out her hand to her old friend. "It's a special Academy for Psychics but they've made arrangements for your attendence."
Once again Ranma was struck by how cute the girl was. Even if she was a tomboy in some respects, in others she was incomprehensibly girlish. And powerful too - that Flame Arrow of hers was nothing to sneer at.
