In a world of hard life, and basic survival, there were those who had something about them that raised them above the common folk. They had an ability, a power, or just knowledge that set them apart from their neighbors. This was not always a good thing, and it didn't automatically make them better. However, there were things that these people could do that no other person could.

And in the world after the Flash, one needed all the advantages that one could get. It meant a more likely chance that the person would survive to the next day, and every opportunity for that was something that a person would definitely want. That was what many sought, and only a few had.
