There was a thug around that needed to be found and taught a lesson. By flitting from rooftop to rooftop, he could cover ground fast and... Ah. That looked promising.
In another world, another era, they might well have been bandits. In the American Old West, circa 1875, they would have carried pistols and ridden horses. In the Warring States period of Japan, they would have been ronin or simply armed peasants preying on villages that they wandered across. The individuals of the such had only changed slightly due to the time period, mainly due to technology and the current legal system. Instead of riding out of town on horses after having stolen from a bank or stagecoach, these used the train or some other modern transportation as needed. Banks typically had closed circuit televisions and other methods of identifying them, and therefore such places were shunned when pursuing their chosen career.
When operating, they used masks over school uniforms. As they were Japanese, such disguises were sufficient for them to operate with a certain degree of anonyminity. As they had no access to firearms, they utilized various concealable weapons.
They found likely prey, followed them, and counted on innate human nature to force their prey to respond. The prey usually realized they were being followed, at which point they'd try to lose that pursuit. One member of the gang would loop around ahead and force the prey into a dead end alley. They would enter said alley, draw weapons, and usually the prey would capitulate after only minor threats were exchanged.
This was going by the typical numbers. Three schoolgirls, apparently friends, were typically not fighters. This would be over quickly though painful.
"FREEZE ARROW!"
Seeing their leader suddenly encased in ice, the remainder of the gang merely stared at the unexpected alteration of their plans.
"FIREBALL!"
The ice pillar shattered as something exploded behind the gang, throwing them forward and causing two of them to have burning clothing.
"Now you guys can give yourself up to the police, or I can get... inventive."
The sheriff had just ridden into town.
The girls that had formerly been cornered looked up to see some boy hovering in midair, looking quite smug, and apparently ready to unleash some other strangeness upon the groaning and sprawled gang members.
