Oh, it did do what it's creator Helga Hufflepuff---who was rumored to have strong-armed the rest of the Founders into, what should we say, cooperating---had set it up for in the first place, most of the time. Providing school fees and means for children Magical who were unable to otherwise supply them, yadda yadda yadda...

It was actually easier for the reasonably well-educated middleclass Mudblood child to get a Scholarship nowadays then the slum-brats, never mind that most of them were as Pureblooded as most of the Cream of Magical England, if not more. Not that he actually could blame Dumbledore for setting up things that way, all things considering, but---

"Sorry, Rosemary. ...I don't think he'll mind so much, though. It's not like I'm a believer, anyway."

"---Myself, Rosemary? But I do trust myself. If I couldn't trust myself, what could I trust?"

"You can't trust or do much of anything if you aren't there, silly boy. Now come on, now---is everybody here? Gods, what is Mary Mallony wearing---help me transfigure it into something decent, Tommy. I never understood that girl, or her mother neither---"
The children and their parents file in the dark hallway, exceptant and hesitant.
"I expect you to do your thing, Tommy---"
"If only you've given me more time to gather data, Rosemary. I really don't have as much blackmail material as I'd like."
"Don't worry about that too much, it's the same old committee members as far as we can tell, anyway. ---Just be a good lad and sit and make small talk, eh?"
Yes, Rosemary.
And so they go marching off to the Hogwarts Scholarship Fund, whose people hem and haw but in the end, go and cough up the money.
