"This is completely unacceptable. In such a historic event, we insist on full disclosure of all available technologies, and that we have representation on all aspects of this project."
The diplomat was about to politely deny it and use the usual layers of bureaucratic gobbledigook to make it sound like negotiable points.
"Forget that noise," said a familiar voice. "You've had your people trying to infiltrate with high explosives on three occasions!"
"You can prove these spurious accusations?" asked the Russian General, lighting a cigar as he waited for an answer. "Why must I listen to these lies from a cat, anyway?"
Artemis sighed. "No, that's the problem with high explosives and deadman triggers. They tend to blow up rather messily."
"We can dispense with your trickery and the ventriloquist act then?" asked the Russian. "My government finds your shutting us out of this project to be considerably less than acceptable."
"While the Soviet position is quite understandable," said the diplomat smoothly. "It was our intention, per our contact with the Lunarian delegation, that New Babylon should be open to multiple countries and lifestyles."
"We have seen the plans," agreed the General. "You have put us next to the Chinese, in an outer section far away from your command centers. This is also quite unacceptable. We have drafted another space station design which addresses these issues."
The diplomat looked it over, quickly noting a few things. "You have placed yourselves next to the Lunarians, moved the US forces to an outer ring, and the Chinese are in a neighboring space colony?"
"Is a good system," said the General. "We can build it much faster than your inferior design."
Artemis sighed. For THIS he got out of hibernation?
