Queen Beryl had little power at the time of her awakening. It was easiest to manifest in certain areas, and she would have dispatched energy-harvester yoma to Tokyo, London, and China where there were 'weak points'. Except that there were two major differences here.

One, she was awake earlier than expected. It was 1972, and the Sailor Senshi had not yet been born much less awakened to their previous lives.

Two, she did not dispatch energy harvesters immediately. First she sent an information-gatherer.

Another "weak point" where yoma could be sent through was found. In fact, this one was even more desirable. Where Tokyo and London were places that were fairly structured, this new one was much more chaotic at the lower levels. A few missing people would be wholly unremarkable. At the higher levels of the society, it was strictly regimented and ordered with the highest of that rank accountable to no one.

Taking over the place would be fairly easy and simple disguise magic would ensure that they would have a foothold before anyone was the wiser, and that they could expand quickly and get quick results.
